ANNUAL SPs CONFERENCE 2016
The Conference for Superintendent of Police is held annually to discuss on important matters related to policing in the country. The conference for the year 2016 is being held in Thimphu from 28th November till 5thDecember 2016. The conference is being attended by 35 participants including Superintendent of Police of various Police Divisions and Director of Police Training Institute.

The conference provides a platform to usher in the change in the policing ethos that best fits the changing dynamics across the communities. With the change in guard of RBP, the conference shall come out with a yardstick which will assist the organization in the policing ethos that is people centric and social oriented. Thus, the theme of this year’s conference is “towards better service delivery and citizen care” representing RBP’s renewed sense and focus to anticipate, respond and deliver services that is sensitive to the unique need of the communities.

The conference will discuss matters related to policing, prudent anticipation, response and prosecution including security and administration. The conference will be guided by the approach that the measure of success is not reflected by the number of arrests or fines collected but the prevention and reduction of fear of crime and disorder. To accomplish the mission, a community based, problem oriented, data driven policing strategy shall be employed.

Safe neighborhoods are results of police and people working together to create communities capable of sustaining a better life. The effort to instill the knowledge that public safety is not a spectator sports but a mutual obligation. The forum will also endorse strategies to enhance coordination and community engagement for preventive measures.

In fact, the concerns over increasing number of youth involvement in crime and measures to make streets safe for the children will also be discussed. The conference will also finalize the Standard Operating Procedure for dealing with children in conflict with the law (CICL) and youth resiliency skills development curriculum for CICL admitted in YDRC in collaboration with the Youth Development Fund and Save the Children.

Consultative and coordination session will be also held with the Judiciary, Office of the Attorney General, Anti Corruption Commission, Youth Development Fund and other key stakeholders during the course of the conference.
