Indtroduction
|
|
Recognizing that Children are the future leaders of our nation and that the very survival of a society depends on its Children, the United Nations Convention on the Rights of the Child was signed and ratified by the Royal Government of Bhutan on 23rd May 1990.
Juvenile's delinquency is an area of growing concern and it has reached to a stage, where the police could no longer remain complacent and ignore the problem. In view of the increasing rate of crimes committed by juvenile delinquents in the recent years and in consonance with universal declaration of human rights and United Nation Convention on the right of the child, the establishment of a rehabilitation center for the juvenile's delinquents in Bhutan was felt necessary.
Therefore, the youth Development and Rehabilitation Center was established at Tshimasham, Chukha Dzongkha and was inaugurated by the then crown prince, Dasho Jigme Khesar Namgyal Wangchuck on 24th June 1999.

AIM AND OBJECTIVES
|
The main Aims and Objectives of Youth Development and Rehabilitation Centre is to provide reformative training for juveniles in conflict with law under 18 Years of age at the time of their committal to centre by the court.
To impart various rehabilitative and reformative programs aimed at modifying or bring changes in overall behavior of juvenile and to prepare them for their eventual reintegration into mainstream society.

GOAL
|
|
The Goal of the YDRC is for every resident to function as a contributing member of the society through improved ability to cope up with and adjust to norms, values and expectations of the society as a whole.

ADMISSION PROCEDURE
|
|
All juvenile in conflict with the law under the age of 18 who are ordered by the court to undergo rehabilitative and reformative programs and are admitted to the center.

STAFF
|
|
The center is managed by one officer in charge, a teacher in charge of education vocational instructors, physical cum drill instructor, office clerks and security guards.
|
|
FACILITIES
|
(i) Medical: Each resident is medically examined by a doctor from General Hospital located at Tshimalakha on admission. Each resident is medically checked by medical representative from the same hospital on every Mondays.
(ii) Food:
Both vegetarian and non-vegetarian are served.
(iii) Contact/Interaction:
Contact is maintained between the juvenile and their parents/guardians through mail and free telephone calls. Visitors are also permitted anytime to maintain closer interaction between the parents and the juveniles.
(iv) A small library has been set up to provide the residents with access to more information, enhance and strengthened the classroom learning experiences with library books.
(v) The center has computer facilities for computer literate residents.
(Vi) Games/Recreation:
Outdoor-volleyball, basket ball and cricket. Indoor- Table tennis, badminton, chess, Chinese checker, Ludo and carom. TV/Video viewing on every Wednesday, Saturdays, Sundays and holidays.

PROGRAM
|
|
The treatment program emphases on a regime of discipline consisting of foot drill and physical training, vocational training, recreational activities basic education and counseling.

|
|
Youth Development and Rehabilitation Center is not a prison, but a school, where reformation, not punishment is the end as we believe what Goethe said "Treat a man as he is, and he will stay as he is, but treat a man as if he were becoming what he could become and he will become it".
