Handing Taking Ceremony of the Office of Chief of Police
On 27 June 2016, the Chief of Police, Brigadier Kipchu Namgyel officially hands over the office to Colonel Chimi Dorji the Additional Chief of Police. Brigedier Kipchu Namgyel joined the RBP in March 1980 after completing his bachelor’s degree from Chandigarh, Punjab and was commissioned as a 2nd Lieutenant in January 1981.
He is married to aum Nidup Pem from Sahree village under Tsento gewog, Paro and has a daughter and two sons.
Having served the RBP for the last 36 years in various capacities, he was appointed as the Chief of the Police on 19 April 2008. He was promoted to the rank of Brigadier by His Majesty on 18 September 2009.
As the Chief of Police, he was instrumental in taking the RBP to a different level by not only introducing various programs and activities in policing but also by improving the moral of the police personnel. He was awarded two consecutive extensions by His Majesty for his excellent performance as the Chief of Police. Some of the activities and programs he introduced in the police are as follows:
(a) Development and enhancement technical tools for the police.
 Developed a New Charge Sheet System as a part of Investigation Report to be submitted by the Police to the Court.
 Introduced website for the Royal Bhutan Police in 2011.
 Introduced Crime and Criminal Information System.
 Initiated Online Police Security Clearance Certificate System.
 Introduced Youth Delinquent Monitoring System.
 Started with modernization of police in the country through emphasis on scientific tools of investigation.
 Started computerization of all police work stations through introduction of Information Technology in the department.

(b) Preparing for the road ahead.
 Initiated Master Plan for modernization of Royal Bhutan Police.
 Expansion of INTERPOL service to border Police and Immigration Department.
 Started the project of establishment of Community Police Centers in the country.
 Introduced reformatory programs in the prisons (Remission and Open Air Prisons) in the country since 2010.
 Initiated Master Plan for introduction of first Reformatory Services in the country.


(c) Building bridges
 Initiated Police Youth Partnership Program aimed towards youth development, their education on laws and prevention of crime among youth.
 Initiated Police Public Partnership Program targeted towards building good police public relationship and creating mutual understanding.
 Introduced Community Policing in the country for effective participation of the members of the community for safe neighborhoods and effective policing through friendly public service.
 Introduced Public Complaint Response Mechanism System to facilitate public to report crimes and improve on the response timing of the police to react to crime.
 Initiated Friends of Police targeted towards fostering community involvement in public safety and security.

(d). Awards/honors/decorations
 Recipient of ‘Drakpoi Thugsey’ (Medal) awarded by His Majesty the 4th King of Bhutan in 1992 for exceptional meritorious conduct and outstanding service in the security and well-being of the Tsa Wa Sum (King, Country and People).
 Recipient of ‘Golden Pin’ Award from Her Majesty, the Queen Mother Ashi Sangay Choden Wangchuck, Goodwill Ambassador of United National Population Fund (UNFPA) and Founder/President of Respect, Educate, Nurture and Empower Women (RENEW) Foundation awarded in recognition of the significant contribution made towards Elimination of Violence Against Women and a Violence-Free Society of Bhutan in 2009.
 The Chief and personnel of Royal Bhutan Police was awarded the ‘Order of Druk Wangyel’ (Highest Award) by His Majesty, the King on 17 December 2011 in recognition of the service of the police to the people of the country.
 Recipient of ‘Drakpoi Rinchen Tsugtor’ (Gold Medal) awarded by His Majesty the King of Bhutan in 2013 for exceptional meritorious service towards the security and well-being of the Tsa Wa Sum (King, Country and People).

(e). Certifications/accreditations /publications
 Drafted the Royal Bhutan Police Act, 2009 as Chairperson of the Committee.
 Drafted the Prison Act of Bhutan, 2009 as Chairperson of the Committee.

Even as he exits from the service, he leaves behind a rich legacy for his successors and the personnel of the Royal Bhutan Police.
