Signing of GPMS, launching of MCP, establishment of CPC and WCP Desk
In following up on the signing of the “Performance Agreement” initiated by the Hon’ble Prime Minister which was formally executed between the Prime Minister and the Minister of Home and Cultural Affairs, the Chief of Police commenced the signing of the “Performance Agreement” in the Royal Bhutan Police with the Superintendent of Police of Trongsa Division on 02 July 2014. By the end of 15 July 2014, the signing of the same “Performance Agreement” has been completed in five Divisions covering 07 Dzongkhags namely Trongsa, Bumthang, Mongar, Lhuntse, Trashigang, Trashi Yangste and Wangdue Phodrang. The signing of the “Performance Agreement” with other eight Divisions will be carried out subsequently.

The signing of the “Performance Agreement” is carried out to inculcate accountability of policing through public services at every level of administration and management of Police Divisions and Police Stations in the RBP that could contribute towards the “Government Performance Management System”. This would enhance the public services provided by the police and realize the target of mainly achieving safe and secure society through reduction of crime in the 11th Five Year Plans.

Coinciding with the program, the Chief of Police also launched the Mobile Community Policing (MCP) in the above 07 Dzongkhags in presence of the leaders of both the Local Government and the Communities. The Mobile Community Policing which was first launched in Paro as a pilot project is now being replicated in all the Dzongkhags given its good public feedback about its effectiveness and easy reach of police services to the doorsteps of the community.

The Mobile Community Policing is an endeavor to extend the police services to the communities by enhancing the Community Police Center (CPC) Model which is expected to promote goodwill and bring citizens closer to the police. It is viewed as a collective effort towards realizing the vision of “making Bhutan a safe place to live and work” in the region. This initiative will assume greater role in curbing crimes and building a lasting bond of friendship with the members of the community and contribute towards the overall goal of creating a safe and secure Bhutanese society.

Alongside these two programs, the Chief of Police, Dasho Dzongda and Thrizin of Dzongkhag Tshogdu of Trashigang Dzongkhag also inaugurated a Woman and Child Protection Desk and a Community Police Center (CPC) at Kanglung under Trashigang Division on 10 July 2014 and 11 July 2014 respectively. While the WCPD is established to further enhance prompt handling of cases of women and children with protection of their rights, the CPC is established to serve and protect the communities and enhance the reach of police services. The CPC will respond to the complaints of residents within the shortest time and will be engaged in building police public relationships for prevention and detection of crimes.

During the tour, the Chief of Police also met with the participants of the 10th Phases of Police Youth Partnership Program in Trongsa, Bumthang, Mongar, Trashi Yangtse, Trashigang, Wangdue Phodrang and Punakha and delivered a lecture on “Meaningful Youth to the Service of the Nation”. He also met with the police persons in the five Divisions and briefed them on their functions and duties and called upon them to continue to serve the Tsa-Wa-Sum with renewed loyalty and dedication.
